Backhoe 3414 NO STEERING

Was given a IH 3414 in pieces, got it put back together. Front loader works but i cannot get the steering to work any ideas?

Have you tried bleeding out the system by opening a hose on the steering cylinder??

Is the oil level in the reservoir sufficient??

Reservoir is full. I tired bleeding the system was not succesful. I completely disconted one line and turn the wheel in that direction and nothin came out. The hydraulic system had water in some of the lines could there be somthing stuck in the valve body?

Sounds like it or a blocked suction filter ??

Finialy got time o work on tractor. The spool in the valve body on the manifold was stuck got it freed up and now my steering works.
