Mowing 3032e PTO issues

I have a 3032e that is not engaging the PTO when the switch is engaged. I have replaced the switch, checked the fluid, checked the safety switch under the seat and nothing.I have removed the shredder to eliminate that and can turn the shaft ( not easily) with a wrench. The light on the dash will come on when the switch is engaged. No engine noise at all when engaging. I have revved up the RPms and put in gear, forward and backwards. NOTHING. What am I missing?

I have the same problem with my 3032E. I also pulled the solenoid and checked it by connecting a 9 volt battery to to as advised by the dealer. It was fine. I'm at wits end. Have ordered a 3032E Technical Manual on CD. Hoping this will help.
