We have a really good "fabrication shop" (mostly machine shop, but more geared towards fabrication) down here in Cookeville, TN. that I would bet could make you a very nice replacement for maybe $100, even considering it's a specialty steel. Unless they'd first have to buy a 20ft length of the needed bar stock! They have been in business long enough that there's a good chance they would have a "scrap" piece laying about.

My drawbar is also 1 1/4" thick. I made a clevis hitch out of sandwiched 1/2" plate welded together and drilled.

That's what I was thinking but with a 3rd axis (swivel). It would be able to move side to side, up and down and rotate. There would be no twisting force on the drawbar, some tongue weight and a little side to side if you really pinched it when turning.
