3 point slow

Need help I have 1700 ford the 3 point drop fast but take a long time before it will lift when I turn the flow control knob it will stop the 3 point from lowering as I turn the knob itwill lower fast but will lift slow very slow

The purpose if the flow control/descent rate valve , is to lower an implement slowly. It is also used in the transport position to lock any flow from the 3pt cyl, so the implement does not accidentally drag or drop.

The raise speed is based on the pump pressure, and implement load, and 3pt valve lever position.
