At one point I had a small piece of silicone sealer that had detached from the fuel sender gauge floating around in my tank. It would get drawn into the tank outlet and cause the engine to starve. When the engine was shut off it would allow enough fuel to pass to restart, sometimes....
I finally found the problem one time when it got completely sucked into the outlet and plugged it for good....
