2006 TOOLCAT 5600 HIGH FLOW ISSUE

Hello, Need some advice on my Toolcat. I bought the machine a year ago and the previous owner told me the controller/ dash was replaced.
I had never used the High Flow function in a year. Last week I tried and nothing happened. Switch does not lightr up. Took it to a dealer and they say it needs a new controller/dash again ! Is there anything else I could check before I spend $1600. ? I read the controller can be programed to turn high flow on and off. Any suggestions would be appreciated.

In the control panel set-up section of the operator's manual, I can lock out the 2-speed, high flow, horsepower mngmt, and tire size selection.
