2004 Workhorse 2840
The left rear tire is sticking out past the left fender by about 3 inches. The right rear tire is centered perfectly under it's fender. I don't see how wheel spacing is adjustable. The hardware at each end of both rear axles looks similar to each other.

Yes the fenders are bolted down tight.

Flip the rim if turf tires. If ag tires, they'll need to be dismounted to keep rotation correct. The rim is dished more on one side then the other.

These ag tires and wheels are mounted the same on each side.

Measure the fender stand-off of each side.
Measure rear axle flange face to side of gearbox, each side.
