2000 tc40 delayed throttle response

Hello I recently purchased a tc40 2000 model with 844 motor
It starts ok but has very delayed throttle response and will not accelerate while in gear any gear just stays idle when pressing pedal.
I have bypassed lift pump with electric 4-7psi pump for troubleshooting with no luck, bled system with no luck.
Im at a loss for ideas governor? Worn injection pump ??

Does the pedal move the arm on the pump and all the way?

I got it figured out
Someone used a cotter pin on governor linkage inside pump and it rotated and was catching the arm stopping the rack
