I am inspired by the comments here. Thanks for your encouragement.
I have attached a picture of the boat whinch. Basically I welded it to a 2 inch tube which fits nicely into the receiver.

Bob. There is all kind of stuff you can put into the 2 in reciever. They even have a plug in potty seat for those times you are far away. Platforms, electric winches, tool carrier, extra weight. I saw this vise mount someone made up. I am sure you will come up with many more. Nice work.

I actually needed the vise a few years back while replacing the septic tank pump. I have a spare vise and may do this. Actually maybe I could weld it to the same bar that the winch is on. Then tie it across the bumper for weight when I am not using it.
I tried lifting the PT with the winch on the receiver and it worked pretty well. Both wheels got off the ground at one time, then the PT rolled back a little bit. See attached. I guess it's strong enough. The 3/8 bolts seem a little small. Any thoughts on this.

Bob. I think I would go with a larger pin, like 5/8, or 3/4 in grade eight.

I checked on the strength of the 3/8 bolt and it is about 2000 pounds. This seems like enought, so for the time being it is low on my list. Of course that means I will probably fix it when I take it off for the next set of modification and paint it. I want to put the wood bumper on.

Attached is a picture of the wooden part of the bumper and the support metal brackets for it. The brackets will actually be welded to the 2 inch receiver and then the wooden bumper will be mounted on top with lag bolts going up through the wood. The metal is some scrap that I had.

I finished the welding in these pictures. At this point I am putting the metal on to hold the bumper. Most people probably will not use the bumper, so the extra metal is optional.
I wish I had added places to attach chains to like on most 2 inch receivers. This would also give tied down while trailering.

Bob, The pin hole looks larger that 5/8 in in the last picture, did you go to a larger hole?

It's stock, but I think it's 3/4 inch. I am going to use grade 8 3/8 inch bolts to connect to the PT. I got some 5/8 inch, but they would make too big a hole.
