guessing: randomly sellecting one of the possible outcomes/answers.

speculation: using some sort of logic to "guess" the outcome/answer.

For now, and probably in the next 2-3 years the chinese do not have the same command of quality/engineering that the japanese have/had on automotive design.

PS: nothing wrong with reading finance books/mags. ie just more speculation using allot more logic. /forums/images/graemlins/grin.gif

I think whoever is the one who paid for the testing and takes responsibility for the warranty issues (emmissions must be warranted for several years) and record keeping will be considered the manufacture for EPA purposes.

I am a dealer for the Ural russian motorcycles, in 2003 the factory established their own importer in the USA and because the prior importer had done the epa/dot certifications not the manufacturer, as I understand it, the new importer had to recertifiy to reenter the market. I don't have all the facts on this but the actual engine manufacturer is the same and the engine design, size, carburation (yes you can still get a gas engine epa certified with carbs.....this year) etc was all the same. seems like they could have just used the prior certification...

It is going to be an interesting couple of years...

Today while working on my new Jinma 284, I took a good look at the engine plate and it shows the engine manufacture date as 2004. I received it in November 2004.

And if you look a little further, you may find a TPEM plate too, (Transition Program for Equipment Manufacturers), classifying it as a legally imported EPA-exempt unit. My engine plate shows a 2003-12 date of manufacture, with a TPEM plate affixed to the side of the transmission housing.

While EPA recommends use of the TPEM plate, and we have our units so labled, it is not required, at least by EPA regulation. EPA recommends it to make customs clearance easier, on the other hand the in order to select the TPEM exemion on the EPA form used to import these engines, you certify that the labels are in place...
My point is that a missing label does not necessarily mean that the tractor was not imported using TPEM. It is important to know that there is more to using TPEM than jsut checking the box on the form and sticking a label on the tractor. It must be a prior election, letters sent, records kept, etc.

It has been a long time since I looked at those regs, but I did think the labeling was required. It may not be labeled direct from the factory, but was required before leaving the dealer. I could have mis-interpreted a "should" as a "shall" though.

It's all on the same engine plate. The plate contains engine info, date of manufacture, EPA exemption, Company in the US which sold the tractor, etc.

It has the sellers name, address and phone number. The plate was installed on tractor in China not the US.
