1715 throttle cables

I recently split my 1715 to install a new clutch. After putting it back together, I now have an issue with the throttle cables. When I hit the foot throttle it pops the hand throttle cable out of its seat. The hand throttle doesn't pop the foot throttle out. Should there not be a spring mechanism of some sort on the hand throttle to bring it along with the foot throttle cable? I feel it must be in the dash connection, but I don't see what it could be. Hope you get the drift.

I have that diagram. The ring clips are in place, but they aren't on the cable ends, they are on the bracket holding the cables in place. See edited picture. The hand throttle cable seems to be too tight internally to easily slide. Maybe it's kinked or something. Thanks.

You are missing #12, rubber bushing that goes over the cable end bracket
