1529 steering issue please help!

I am using my cousins 1529. This morning the power steering just quit while cutting. The wheel just spins and the front tires barley move. I cant get it to turn enough to actually drive. It has 145 hours on it. Its been sitting for about 6 months. The only thing I notice is the steering valve is really hot. All the other hydraulics work fine. Could it be low on fluid? Any thought would be great.

I jack up the front end, and everything turns just fine? Im confused. Just not under load
