If your three point is in the full up position and your rock shaft is not properly adjusted you could be running in bypass mode. Move your three point lever a bit off of full up and see if that helps.

It does sound like timing. Timing should not change from sitting but as the tractor is run the fiber piece in the distributor that activates the points does wear over time. This will alter the timing as the dwell changes. Check your point gap.

Try replacing the main fuse with a twelve volt light bulb. That will limit current so it won't blow while you look for the dead short causing the problem. The bulb will limit current so you won't be able to run anything electrical but should help the troubleshooting process to locate the short.

If the starter spins the engine it's doing its job. For rough running look into your timing or something else in the ignition - points, condenser, distributor cap, wires, etc.
