Have you put a pressure gauge on the system and check what pressure does it put out when you try to lift the tractor with just the lift cylinder down pressure?
I see two hoses and it is the same loader that I had on my TC33D. It had down pressure, just not enough to lift the front tires.

I saw it's a double acting cylinder on the OP's picture and that's why I was thinking. Just not enough force to lift the tractor but does have down force.

With putting the pressure gauge, I trying to rule out any bad or improperly installed seals.

I'm satisfied that the other NH owners on here and the 3 I went to look at have no downward force and the loader works as it should.

Sure, but just like it can't lift 3000 pounds, maybe it can't lift itself.

Maybe it has a weak pump. Internal leaks. Valve issue.

Have a TC34DA, FEL will lift front end with boom all the way to cylinder stops with bucket flat on ground or curled with cutting edge sitting on ground. Don't think I have ever tried with just bucket curl

The bucket curl will lift the wheels over a foot off the ground when bucket is at full curl. My gauge shows 2,450 plus and 2,475lbs is what the specs show not to go over.

The bucket cylinders have a lot more leverage than the boom cylinders. Also, the bucket cylinders are extending when lifting the front of the tractor as you're curling out, which have more force than retracting. The lift cylinders are retracting when applying down force, so less force than extending.

Some will some wont.
My TC33D had a belly mower (more weight) and it had the Super Steer option that put more weight to the front. That may have been enough of a difference to not lift the wheels. Also, if a person has ballast on the 3pt, that would lighten the front.

After operating 3 other tractors that operate exactly like mine and talking to New Holland shop mechanic, I'm confident mine is working as it should after leaving the factory.

Maybe the difference between the some will and some won't is the diameter of the loader arm cylinders?

Maybe the loader is in the height position and not the power position?

A few things to consider:
1. A cylinder with a 2' bore and a 1 1/2 rod does not have a lot of area to retract. Extend and retract force is not the same.
Lift cylinders use the full bore to raise but use the rod end to lower. Dump cylinders usually use the full bore to dump but the retract using the bore end. Opposite of the lift cylinders.
2 Some loaders have two different mounts for the cylinders that can affect travel of the loader frame.

Question does the relief valve squeal when trying to lower the laoader, this may indicate one of two things. 1 the cylinders are fully retracted 2 Since the rod end has less force, it willl not make enough force to over come the weight of the tractor.

Older tractors used single acting cylinders because either the tractor or loader frame was not strong enough to use down pressure, most also had mechanical trip buckets too.

I've a 07 TC-30. Mine is a little touchy to lift the front end off the ground due to it slipping into float when you don't think the stick is far enough forward. Same loader as yours. I tend to tilt the bucket down then lift the front off....
