Back in the 90's, I was doing something in my garage, and a small child walked in front of my house all by himself. He was only a couple years old, and it was the middle of the day. I looked up and down the street, and there was nobody out. I didn't recognize him, so I just walked up to him and tried to talk to him, but he couldn't talk.

So, I just stood there with him so he wouldn't get hurt, but I had no idea what to do. Another neighbor came over, but she didn't know who the child was, or what to do with him either.

We stood there for ten or 15 minutes before his mom came running from about ten houses away. She said that they were visiting a friend who lived down the street and thought he was taking a nap in the house.

She was freaking out and scared to death. I never saw either of them again, and never knew who the person was down the street that she was visiting. It was all very odd and surreal.

My grandparents had a son with Downs Syndrome. He would sneak out at all hours, sometimes police would bring him home.
Grandad got three of these simple sliding locks keyed alike one for each door. On door facing was a small brass plate with hole lock bolt went into.

This is what my parents put on my bedroom door when I was a toddler. The reason I know the story of my wondering off is that they kept the house and rented it out. While cleaning up the house after the latest tenants had moved out, I asked them about the gate latch on the door, and they told me why it was there. Apparently, nobody ever removed it.

My younger brother was a bit of a hand full when very young, always wandering off. In the early 1950's it wasn't as big of a deal as today but one time he was gone so long that we even had the police out looking for him. After more than four hours it was discovered that he had been sleeping inder his bed.

So, my niece's 3-year-old has figured out how to open the front door and go walk-about, and has been brought home by the cops twice.

After the first time, his grandpa, installed a new deadbolt six-feet off the floor, and the little fella figured out how to lean his dad’s longboard against the door frame, reach the higher lock, and go walk-about again.

So, his dad has been told that if the cops bring him home again, they may arrest dad for child neglect.

They need some kind of digital tracker, which the kid can wear like a dog tag, that will alert on his folks’ friends when he leaves the yard. I know they make something for dogs, but this is new ground for me.

Does anyone know of something, which would work?

Dogtra dog training collar.

Get the small one for small dogs, put it on the kids neck, and here is the key thing to keep in mind for training...you "vibrate" him first and then zap him if he doesn't stop his unwanted behavior.

The kid will figure out pretty quickly that if he gets a vibration, he's going to get shocked pretty quickly after that if he doesn't stop the behavior he's doing at the time. This way you won't be shocking the kid all the time to stop the unwanted behavior.

The collars are waterproof, so I'd suggest some JB weld to hold the collar together around his neck so he can't take it off. You can bathe him with the collar on no problem and dirt won't affect it.

If his unwanted behavior stops in a couple of weeks, you can just cut the collar off. They generally come with a spare collar piece, so if the unwanted behavior starts again, repeat the process.

Of course if you've never read
"A Modest Proposal" by Jonathan Swift, it's a classic IMO and should be read. Amazing piece of work for 1729.

You're not concerned about the child choking with a non removable collar around it's neck?

Most modern security cameras (indoor and outdoor) have scanning and alarm capabilities. Stick with one brand so you have one phone app. Otherwise, you'll go crazy running different apps for monitoring and setup of each camera. Indoor Wi-Fi cams can be plugged in (for power) or setup to watch during specific times. The options are endless.

I would stick to door / window locks and latches if it were me, and pray that the kid grows out of the wandering phase quickly.

Being you live in California, I can see how the state would view something like that with using a shock collar on a child.

It does however work...

Like I mentioned earlier, air tags only work when they're in proximity to other apple devices, like iphones, ipads, etc... it's something like 30' indoors and 100' outdoors, but varies greatly.
It's the same with the Galaxy Smart Tags for Android phones. I've got one in a vehicle. I brought up the tracking map and there were a number of "jumps" from one location to another for one trip.
