Seems to me a tractor can push a lot more force back compared to a rudder, so a boat unit might be lightweight for a tractor application.

Also that doesn't look like a very long stroke.

Any way to buy that with free return privilege?

My other thought would be looking at the Yanmar Cubs out there. May take a bit of poking around to find the right one.
