I installed mine and i am not a licensed electrician. So, YES, anyone homeowner can here. It is just a 220V outlet.
(Formal) Inspection is what matters here.

W/O a trade license, I can't charge other people for these hookups that will be inspected.

As a home-owner (who knows enough to sketch-out and explain what I did), last I checked, I can wire to code on my own home, have it formally inspected, and I'm good.

That said, all sorts of un-qualified people do all sorts of wiring that never gets inspected, using not much more than skipping-rope.

It may even work.... but you don't want to fast fwd to when a fire-inspector is investigating....

The way you like to turn molehills into mountains means you do not need an EV because the mountains will cut your range more than a molehill. :)
Encouraging random peoples to do 220VAC wiring.....

..... well, at least with the battery-pack problems, you could try pretending that it was the EV that started the garage-fire !

AFAIK, homeowners can do electrical work for themselves (though adding a new circuit typically requires a permit anyways). (eg, I'm not a licensed electrician, but I installed solar array + batteries + switch system; I pulled the permit and did the work.)

I believe something like adding a new circuit requires either DIY or hiring a licensed electrician (ie, you can't hire a handyman to do it).

Obviously in practice many handymen and non-electrician contractors install circuits (there are loopholes where a licensed electrician can oversee unlicensed workers, though how much oversight actually occurs is another question).

People in gas stations were bitching about camp sites having generators run all day charging cars, since after ten there is no generator noise allowed. After that I was glad to just take ten minutes to fill up and be on my way.

It's a cult...
Heck they ran them all day before many EVs were about, probably just the same amount now, just now anti-EVers are blaming EVs. Too much noise that's one of many reasons i don't do car "camping".

You installed it to NEC code? Your Insurance will cover if it is determined a fire started there? You are one person we are talking millions of chargers in rent homes and small apartments that may need a new panel box to accommodate the new circuit and renters who have no knowledge of electricity. Think BIG, because it is a big problem. At least 20% of people who thought they were smart and bought EVs did not think far enough to what happens when the battery runs low.

This is the typical problem with EVs, most people think of their own situation not the majority of the situations including the governor of California. Until he has a plan to install a 240V receptacle in every garage he cannot be taken seriously.

For sure, installing those chargers isn't rocket surgery.
I disagree with you. MOST people cannot install a 240V receptacle in their garage correctly to code.

The typical problem with EVS is people are wanting to buy them faster than the manufacturers can make them.

I add and change wiring all the time in my house and never have it inspected. Even run underground lines to outbuildings. No problems, no inspections, no questions, nothing. ??
