I've actually seen that, but they were also towing a travel trailer. I've also seen a two decker trailer with the boat on top and a small SUV underneath being towed by a big motorhome.This is is why no one likes to ask the engineers if there’s a better way.

I think he has it strapped down properly. Not sure if straps meet the load requirements, but they are there. Even the back of the boat is strapped to the hitch ball. Why do it, less tire wear. Maybe this was behind a big motorhome that had mechanical problems and was being towed and the truck/boat combo was unhooked from it. I think that is likely. The boat, trailer and motor look new. The pickup also has a placard on the rear door so it could very well be a delivery service.Might just be delivering boats and heading for the 2nd stop.
