The Bobcat CT2040(HST) compact tractor that I just purchased is proving to be not up to the task of grading and maintaining my long and steep driveway. It seems anemic in power compared to my previous John Deere 855. I don't know if it's because of the increased weight of the Bobcat or gearing but I don't feel anything was gained with the purchase other than it's a new tractor. I may replace the Bobcat if something more suitable is available. Any suggestions? Smaller tractor with a more powerful engine?

Are you in low gear with 4wd engaged? Is it bogging down and not moving? Or, is it just too slow?

It bogs down to a standstill in high gear, moves along but struggles in mid gear and is excruciating slow in low. Performance is only slightly reduced in 4WD compared to 2WD. With any grading attachments installed I would have to use 4WD uphill so that has to be the baseline.
I really want to replace this tractor with something more suitable for my needs. I don't think the Bobcat is up to the task.

40 hp should be plenty on that frame size. You should be able to pull a box blade in midrange. I think your tractor is not performing as it should. Forget hi range for any work.

A 40 hp tractor that weighs 2700 pounds base weight is fairly strong for its size. Either you bought a tractor that’s way too small or it’s not functioning properly. Based on the fact you even attempted to pull a blade in high range leads a strong possibility that user error is the problem here.
