Sounds similar to here.
Any area where the surface has been disturbed (aka "excavated" ... :confused2is immediately disqualified from consideration.
Not sure exactly what the thinking is behind that, but I suspect it has something to do with whether or not the subsoil, undisturbed, would naturally perc on it's own ... :confused3:

That is what I was told about digging pre perk, it wouldn’t be considered until such time as it returned to its natural state. Whatever that is.
On the land I just got an early buyout on was perked right before I bought it and was told it needed a mound. Perk is good for five years. So I went to another area and took the clay off the top and back filled with a sand and topsoil mix. When it was perked for the new owners 7 years later the first area still needed a mound, so I had them come over 300’ to my “prescription” soil and it perked just fine. After thinking about it I told the buyer more or less what I did in case he had trouble with the drain field, which I didn’t think about until later. He ended up just doing the mound. But I had fun digging and filling and planting grass.
