I admit I'm not up to speed on Senate rules - BUT
If they HAVE to be present to vote - What happens when the Republicans drop out due to self quarantine?
Three have so far.
I'm not familiar with your system but, in the 'Westminster System' that we have the governing party and the 'Loyal' opposition party can/will agree to 'pair'. So if one (or more) cannot be present for a vote, the other party can/will stand-down one of theirs.
This past fortnight, and to maintain the "social distancing" within parliament, all of the parties have agreed to stand-down half of the sitting members... in both houses.
