Pretty sure every beer that I ever drank overseas when I was in the Marines had formaldehyde in it. Wicked hang over, but eventually you get used to it!!!

Yes, in fact, they did. There has been a phenomenal improvement in surface water quality since the implementation of the Clean Water Act in 1972. Prior to the restrictions on dumping pollution into rivers, streams and lakes, Lake Erie was not really safe to swim in and it was unsafe to eat fish caught in it, and the Cuyohoga River actually caught fire (on multiple occasions).
Here's my suggestion on how to get dust control in your yard without purposefully pouring oil on the ground and upsetting these readers.
Just buy a couple old Harley's and some 2 cycle Detroit Diesel's, and Bob's your uncle!

personally my first thought would to save my surroundings and put a layer of crushed rock down.
The tar people build roads with is not the same as what used motor oil is.
I think the environmental society has an obligation to use scare tactics to advance their agenda, which is what your link is. Who sprays a horse arena with some oil product that was procured solely on the fact it was the cheapest thing to buy. I'm sure the environmental society does not hold the person making those decisions responsible, only the substance, right?
When you want to get back to oil on roads, let me know.
Times beach was using used oil on the roads ! The use on the arena is what finally brought it to light.
