Also, what about those people who refuse to pay attention to their fuel gauge and is always running out of fuel?

Those people are driving $1500 beaters and are too broke after the most recent tobacco and lottery ticket purchases to buy any gas. I think the chances of them having a new electric vehicle to drain is a pretty non existent problem.

I am not sure you are correct, I have known of some pretty well off people who run out of fuel over and over

We did as teenagers! Not since then...the gas pump picture comes up on the dash so you know you can go about 40 miles.

I learned quickly. After running out on a Sunday night I walked about 14 miles to the gas station. I was about 1/2 mile away when I realized that I had been swimming, my wallet was in my truck and I only had enough loose change for a couple of quarts of gas. Somehow though that was enough to get me back to town.

A bunch of us (stupid) teenage guys ran out of gas in a 6cyl '63 Nova after heavy drinking. One by one we peed in the tank. Made it to a station. It didn't run all that bad, probably from all that alcohol

You don't charge it at the corner! You charge it at home! It's different.

Public chargers are just for away from home on long road trips. And you should keep one petro vehicle for that (and towing etc), anyway. Nobody is advocating that all of a family's vehicles should be EV's.

And that's a problem. Around here most apartments don't even have a place a charging station r outlet could be set up. Even townhouses and condos with a car port don't have outlets in them to keep people from working on their vehicles. I don't see many landlords upgrading their apartments without funding from the state. For those who do have a garage most don't have 240v in them. Then you have the class of people who think of their garage as a storage shed. Their cars haven't spent a day inside it in decades. Certainly things will get better but to get the bulk of people to bite it can't come with added upfront costs and an impact to how they live their lives.

Which goes back to my post about plug-in hybrids. They would bridge the gap. People would get use to the idea of plugging in their car at night (if they can) and the benefits of electric power.

So you need that $1,500 beater as a tow vehicle for when the $100k Tesla runs out of battery.
