Also, what about those people who refuse to pay attention to their fuel gauge and is always running out of fuel?

I learned quickly. After running out on a Sunday night I walked about 14 miles to the gas station. I was about 1/2 mile away when I realized that I had been swimming, my wallet was in my truck and I only had enough loose change for a couple of quarts of gas. You don't charge it at the corner! You charge it at home! It's different.
Public chargers are just for away from home on long road trips. And you should keep one petro vehicle for that (and towing etc), anyway. Nobody is advocating that all of a family's vehicles should be EV's.
