I need some advice on how to rig a horizontal tree to pull it sideways 30'

^^ Hopefully all that white stuff is gone by now, but if the tree is still partially suspended like that, it will be more complicated.

This is the only pic I have right now and it was taken right after the tree fell over.
I will go out today and take better shots.
The stump is about 30" diameter.

Looks like you should be able to cut it in pieces easily, after the snow melts.

Jeep winch will be slow and limited duty cycle. You'll either burn it up or grow old waiting to get the tree out. Not much you can do with 3/8 rope either. I'd wait until the ground is dry then saw it into pieces you can move with the backhoe's front loader. Or saw into pieces that you can skid out with the backhoe or Jeep. You'll want chain to skid out the pieces. Getting the front butt end of the log off the ground will be a big help before skidding it.

^^This right here is it.

Anything else is just whistling Dixie.

I would wait until the ground is hard enough you can get the backhoe back there. Cut the tree up into sections small enough you can carry them out on the FEL. Getting the butt off of the rest of the stump is really going to be the only tricky spot. Just be careful there.

Other than the pure entertainment of watching a Youtube video of you try to drag that out with a 3/8" rope, I would just leave the rope in the garage. Unless you just want to practice your knot tying skills.

And if you try to winch it out whole with the Jeep, all you're going to accomplish is to winch your Jeep TO the tree. That little Jeep just won't have enough @zz to stay anchored.

So many of these threads I hear that "Meep-meep" as the Road Runner watches Wile E Coyote go ....

It also would pull easier with the limbs off, although it may be more mess to clean up afterwards. Are you going to be pulling it toward where you took the picture?

No, actually I want it right at the edge of the bush behind the tree.
The mound it is partially resting on is the far end of my septic field.

If you can get behind it (in the direction that you want it to go), I might try rolling it (leave the branches, cut it at the stump) and wrap your cable around the trunk.
You may be able to slide/roll it that way, but you might need to anchor your Jeep to a larger tree to keep it from sliding.

More info needed...

How close can you get the jeep?
How much cable does the winch have?
How far from where the tree is to where you want it?
Is there a big enough tree back there to hook one of your pulleys on?

Is there any reason you can’t cut it up? That would be my first choice. Be very careful with tension and compression. If it is still attached to the stump there will be loads of it.

Bingo......cut it up and leave the stump until the ground is such you can get equipment on it. You elephants on bite at a time.

I WAS PULLING A DEAD SPRUCE WITH MY 4110 ACROSS A WET--WET FIELD. GOT ABOUT HALF WAY AND DOWN WENT THE TRACTOR. UNHOOKED THE TREE AND GAVE A PUSH WITH THE FEL AND IT CAME RIGHT OUT. IT'S ABOUT 100 FT TO HIGHER LAND------CAN I BORROW THAT ROPE?
