Among the piles of other things in the barn was a small really old fire engine covered with a sheet of plastic. So I would guess over the years someone with lots of hobbies bought the place and filled the barn with future projects. There were also quite a few tools from the railroad, so I think someone who lived there just liked to collect things.

There was also an old small fire engine that someone intended to restore at some point,

because one of the many things in the old barn was a small old fire engine that the guy must have had dreams of restoring.

They were used to shut off the flow of a false alarm broken sprinkler head, until it could be shut down and drained to install a new head. Standard tool on a fire truck. MAYBE!

Or in an industrial plant, warehouse, municipal building, school. We have wedgies on a long stick that you can shove through a sprinkler head to stop the flow in case one is accidentally gets triggered by a moron on a forklift or whatever.
