locks with a covered staple make cutting off a lock a bit more challebging.
I'm not familiar with a 'covered staple'. Would you elaborate please.
To me, leaving a crowbar out gives me reasonable grounds to use force when he doesn't put it down when directed - burglar tool and deadly weapon.
