I use orange surveyors tape for this, keep a roll in the truck tool box. Couple of 18" lengths tied on will do the trick.

But the for tips are tapered on all sides. In your experience that plastic surveyor's ribbon will stay on?

Semi-relivent... one of our trailers at work has box tubes welded under the deck so as to allow a set of forks to be inserted, disconnected and secured, without taking up deck space. Allows a skidsteer with bucket on the deck, forks on the side, one trip. Car hauler type trailer, fork backing plate/ssqa no wider than fenders. Slick.

I built a set of fork pockets for my trailer, works nice. As for the forks sticking out , I'd tie a flag on it and go with it.

Not sure on the legality, but some orange ground marking paint on the fork tips may work. It's pretty soft and one dip in the ground with the forks would probably make it almost unnoticable. I use it on excavator buckets and dozer blades when making a cut just to let me know when I'm close to my goal. Doesn't last long, and easy to see.

We use a C-Clamp to attach the flag if no tie off...

Not the cheap one from China but a more robust one that you can really clamp without distorting the clamp...

Is this overhang compliant? It will be properly secured. It's about 10" past the ramp hinges.

I would be inclined to add fork pockets, or drop the forks at the front of the trailer just so make sure they aren't a problem...
You could bring forks and a bucket that way.
