His English is quite good. Better than mine, due to the sad state of our current education system.

" A free people" (that is what we used to be) "ought not only be armed but disciplined" (We should have guns and the training to use them,) and to accomplish that end (or as we would say today a goal), a well thought out plan for all is required. And the free peoples safety and their own self interest will require that they build factory's that will make them (the free people) independent of anyone else for the military supplies (guns and other arms) that are essential for the people to remain free.

George just said it more eloquently than I.
