Judge was real polite. Before going in, lawyer said we got the best no-nonsense judge they have, so I was encouraged. Didn't take long to ruin that happiness.
We were on-time, ready to go, judge got pissed at the tardiness of the government, and yet still stuck it to the honorable citizen.
Judge is just mindful of where his paycheque comes from.... I always try to remember the golden rule.....
1) Been a really long time since I was at a boy-scout meeting.... any chance there is a Political Activism badge these days ? If the gubmint is taking a hands-off approach to the Scouts, might be time to have an interested troop camp out..... Scouts and Leaders on Youtube talking about learning of bias/prejudice/preferential treatment might be helpful to your cause.
2) Nothing negative intended next about religion, this comment is about Playing the Game..... Years ago a friend's uncle down in Florida set up a very favourable tax structure, by getting himself recognized as a religious official I'll call it.
If I was in your situation and wanted to step up my game, I'd get myself certified as an religous official, and get a big party tent to hold services in. Any time friends wanted to camp over, I'd just set up the tent, and have them park on my land for a couple of days to one week max.
I'd have at least half a dozen real sermons lined up, just in case anybody unknown showed up to "learn" about your services.
Around here, while I'm often still surprised at the bone-headed moves my township makes, I'd wager that even they wouldn't be dumb enough to start picking on temporary religious events. If nothing else (I don't know the laws down your way....), the optics are really bad.
That move might get you back some use of your land, and for me, the cost of an event tent and making regular contributions to a nominal religious organization for myself and visiting friends would be worth it. And, probably less than what I'd have to spend on BP meds

If the judge were inclined to rule for you, he'd have let you win by default instead of asking the county attorney to step in so the judge could give them a shot at fixing their procedural goof in not telling you of your appeal rights.

It's also possible the judge realized that this case was likely going to be used to force a change in the law (since a non-profit advocacy group was representing the OP) and wasn't willing to let such a potentially precedent-setting ruling be determined by default.
I know it's frustrating for you but I can see the point, if that's really it.

For you egg heads out there who would like to read one of the fundemental documents that reformed conservatism in the 20th century, take a look at Richard Weaver's little book , "Ideas Have Consequences". The basis premise is that the only fundemnetal concept that can save us (the US) is private property ownership, which he calls "the last metaphysical right." The book was written in 1948. Since that time, and before via FDR et al, liberal socialist politics have sought to erode the right or private property ownership. Think about it. Hard. Then think about this post. We're in trouble.

In these modern times you have to think of a unique solution. Here is what I came up with after reading the first and last pages of your post.
Contact the local boy scouts and plan a camping trip on your land. Then when they try to give you crap you can contact local media and give them the story about how the big bad county won't allow camping on your land and that because of this ridiculous law the county has shut down the Boy Scout camping trip that was planned. Publicize the event in any way possible to get the work out about how great this event will be for these young men but now it wont' happen. Suddenly they have a PR nightmare on their hands and you might be able to get something done about this law while the country tires to save face.

In Virginia, our judges are appointed, for life, so we don't get that opportunity to throw them out, and I guess it is nice not to have to be subjected to that extra mess of politics, except when crap like this happens to you.
