Ratchet binders required? That's a new one to me. Wonder where to find that in the regulations?
Look up PA DOT regulations for securing equipment. Grade 70 chains, not 43, 80 or anything else. Grade 70 transport chain of the correct minimum rating. Four chains on the machine, with one binder per chain. Total of four binders. At least one chain on each bucket, attachment, or implement, with a binder for each chain. That means a TLB of any size including a B21, needs to have six chains and six binders. All binders must be ratchet binders, of the correct minimum load rating. If you are hauling the machine across a public road between two building lots, the law requires the machine to be chained as above. That is not to say sometimes things are not done a little differently...
