We bought a 28 ft trailer 4 years ago here in TN for hauling our tractor. No tag is required on the trailer as long as we stay in TN. However, if we pull the trailer out of state we need to get a tag for the trailer.

Are these FARM trailers ? (e.g. hay wagons ?)
No, not hay wagons.
thinking about it, i have not seen a "weight" station off of highways around here. being open for some time. granted i do not travel near highways all that much. but it has been forever since i have seen one open.
on other hand. i have seen regular pickup trucks and trailers being pulled over a good amount of last couple years. a couple of them i remember, setting there for over 2 hours plus. i think they police were waiting for State police to show up with portable weight station. only reason i caught it, due to going into town to get some parts or like. and coming back and still seeing the police and person still in there vehicles waiting there.
i am not good with Peoria County police, due to a nuisance farmer. can not keep his live stock in, fed, water, and taken care of. and is reason why i went with regular tags vs farm tags. the one time i would end up doing something not farm related, i would most likely do something stupid and not even realize it, till i see the pull over lights.
...and you KNOW that for CERTAIN - how ?

I don't know the details, but from what I can gather there is some sort of self certification at freight yard check out scales.
This allows trucks to by-pass many weigh stations - signs reading something like "Trucks not receiving automatic signal must pull through weigh station" (approx wording).
There are overhead beams with what look like radio antennas and video cameras on them.
