Doesn't the tank vent thru the cap? Why else would it have an automotive type clicker cap? If that is the case a stopper or plastic over the filler neck would be a bad idea would it not?

You could always drill a small vent hole in the stopper. FYI: those kind of stoppers are readily available at pool supply stores with the bolt/wing nut already in them.

What is the dealer got to say about this? Aren't those some sort of standard thread where you might be able to "retap" it if you could get a metal cap of the same threads.

I vote for a cork stopper. Mcmaster Carr has them starting on p3725

Edit: OOps you have to buy ten at a time...

No, you're all wrong. The best way is to stog it with a good, large potato.

I like the epoxy idea too. Just don't take a nap while waiting for it to set. If you do, please post the results!

Its probably worn threads on both sides. Replace the cap and just dont tighten it so much.
