B7800 wont start

A friend has a B7800 Hydro and she has to move the forward and backward pedals until the tractor will crank over. Is there an adjustment to make? any suggestions will help.

At a guess it is a safety interlock, basically a switch to ensure that you can't crank the engine while stomping on fwd/reverse.
According to age/condition the switch itself could be bad, there could be debris jamming it, etc.
Basic troubleshooting should get you (her ?) there.
