3-Point Hitch Ym1700

3 point hitch won't go all the way up and leaks down. Can't find any pressure leaks, aany help would be appreciated.

Does the lift have normal strength? Will it lift a heavy implement normally? When does it settle? While running, after shutting off the engine, or both?
