I would expect the solid lines to show the 4ws cutting radius and the dotted lines to represent the 2ws cutting radius.

Pretty simple, the 4ws turns sharper than a 2ws. The 4ws has a smaller uncut radius than the 2ws. The 4ws turns inside a smaller outside turning circle than a 2ws.
The numbers were entered incorrectly in the specifications and some people take these things too literally.

Nobody is denying any of that. What that diagram does NOT show is the specified turning radius that you are having problems with. And that is because it would confuse people and ultimately is not as important as uncut radius. What they probably SHOULD spec is the outside turning radius that is depicted on the diagram.

About the fire truck, I wanted to drive one of those ladder trucks real bad when I was a kid.
Consider this, the wheel base is the same, the axle and tire width is the same and more importantly the decks of a given size extend out the same distance. Only way the 4ws can cut a tighter circle is if it turns tighter period.

Nope. I'll give it one last shot using the most extreme example as I can: Take a 2x4 of any length you'd like. Lay it on a table twice as long as the board. Drive a screw as close to one corner of it as you can and spin the board. You will note that you have a turning radius of nearly 0 but an outside turning radius of nearly the length of the diagonal of the board. That represents 2ws. Now take that screw out and put it back in the table. Add another in the middle of the board but not all the way into the table. Take a string that is about 1/4 the length of the board (not crucial, but if it is too long, you will not get a good model) and attach it to the two screws. You now have a larger inside turning radius and a significantly smaller outside radius. This is what 4ws does. It changes the pivot point! Can't think of any other way to help you visualize it.

You may well be correct about the X534 I could not check the specifications on Deere's web site.
I was able to determine the x749 with 4ws has a 21" turning radius and the x748 with 2ws has a 25" turning radius.
I can tell you this much, my x749 turns a lot sharper between fences and trees than my L130 with 2ws, no doubt about that.
I understand what you are saying about the pivot point I get that. What is happening is that the 4ws with all wheels turning results in a tighter turning angle when eye balling the tires on my mower the wheel cut is about 75 to 80 degrees.
