Would you buy a used tractor if you didn't know how many hours it had. Looking for a used tractor to leave at the land to cut the brush 4-5 times a year. Found a Kubota B8200 with loader, 4wd, but the hour meter is stuck at 460. Price is 5300.

I would say look it over real good like a vehicle. Check for blow by if you have a friend that is a mech have him go with you to check it out, check the oil level, drive it around. If the tractor looks beat up and run down I might would shy away from it(meaning high abusive hours). If its fairly clean(without being repainted) I wouldn't worry as much about it.

Only my new tractors have accurate hour meters and most of the older tractors I have purchased I never believed them anyway. I look at the condition of the tractor first and foremost. If it doesn't look taken care of it probably wasn't taken care of internally either. I look for wear on linkages, draft arm wear at hitch pins, drawbar wear and engine wear.

Much more important than hours is care, least important is year built.

I did. Back in 1988 I bought an Oliver 77 at a farm auction. It looked really rough, too. Sheet metal was very rusty. The owner said the engine was overhauled the year before & had a Power Pack put in. The clutch was replaced. The dealer that did the work was there at the auction & confirmed what the owner said. The price was right & being a mechanic I was not afraid of it. I did a lot of work with that tractor (and on it) over the last 21-22 years & it owes me nothing. It runs great & always did. I finally had to replace the clutch last year & am now overhauling the PTO. I also overhauled the hydraulic pump twice. I'm sure I have put thousands of hours on it.

My point is if you buy that tractor be prepared to possibly do some repairs on it & buy it as cheap as you possibly can. If you're not mechanically inclined you need to factor in cost of possible repairs.
