With boom arms down you can curl the bucket and lift the front wheels off the ground. I have owned 2 TC30's a 2008 geared and this 2004 HST and both the same way.
Better yet, curl the bucket so it's facing straight down while the loader is up. Then lower the boom arms. Does it raise the front end off the ground? I'm not at all convinced that you actually have a problem.
