Safest, of course, is to use as designed.

The higher flow could either over-speed or cause excess pressures in the device's motor(s) blowing the motors and/or causing other damage.

You could certainly rig a relief back to sump before the valve controlling the motors, to limit the pressure.
You can put in an orifice or adjustable (manual) valve to limit flow.

Each added part needed means some more cost.

You'll get the pump with the chipper.
I'm assuming you plan to get the chipper either way.

So, hook it up with pressure gauges on the lines.
Get some pressure measurements on the tractor's system.
Then you can consider the flow AND pressure out of the tractor's hydraulic system.

So why mess with it at all? The hydraulic pump runs off of the chipper all self contained. You start trying to modify it to run from your tractor hydraulic system you void the warranty. Besides it’s an added expense that you have already paid for. I say leave it alone and be happy

Manufacturers place an hydraulic drive that is pre-set to control the power between the tractor and the machine. This way they guarantee that an end user cannot damage the machine and/or potentially injure themselves.

Maybe it's set up that way so if it's hooked to a 80hp tractor it won't be over powered.
Some desk jockey thought it up and figured it was a safety thing to cover their azz's warranty and liability wise.
