Who do ya call when your neighbor's waste pipe won't get it out?

My dad worked in Public Health his whole life and was Director of several health Departents, call the Public Health Department.

Sounds like the smell is coming from his vent pipe.

Is that possible? It is near me and everytime they flush toilet it stinks big time, should there be a trap like under a sink to prevent odor from escaping?
I would like to plug it if thats what it is Shh

His drain could be partially pluged, or stopped up. This would cause the solids to remain in the line for longer than they should, and then finally slip by. It also could be a cracked PVC drain pipe that is allowing a small amount of super stinky liquid to seep out, and remain on the ground under his house trailer, before it evaporates/disipates to the atmosphere. This may take several hours, even in the warmer Flordia climate. Can you ask your neighbor if he can have the drain inspected for these two possible problems....?????

Asking this neighbor anything is not a good idea, he is a total buthole and could care less.

I can't wait to move out of here and go to other home 22 miles away, maybe we wont smell it there

We had to use one of these: Sweet Air Vent Filters…Septic Odors End Here
on our vent pipe to control the odor and it works well. If it is indeed coming from the vent, maybe this is an option?

If it stinks that much, all the way over at your house, from each flush, your neighbor probably needs a doctor more than he needs a plumber!

Now thats funny, we have small lots here, 50 X 100 and it's too small of a lot but its a city lot

Now that is strange. Any plumbers care to comment if this is to code and why you would do this? In our old house on a city sewer, if I was up on the roof and near a vent pipe I could get a strong whiff from time to time. I have never seen a vent pipe at ground level, only up in the roof.

He has a 3 inch vent on roof and this other 1-1/2 vent pipe coming about 2 feet off ground, Our houses sit on blocks and not on a slab, looking at it, it looks like he has 2 vent pipes? and as far as code goes, I am sure it's not code like the rest of his house isn't
I have not been under his house but it kinda looks like a extra vent pipe that would be T'd in with the 3 inch? If that makes any sense
