Thats the spirit, PAY someone to stand around & WATCH another do the work.But, it shouldn't. Because you should have a team do the inspection, with a supervisor on the bridge watching the primary person who is inspecting it. Can't just have one dude submit a checklist and trust him implicitly.

Lol neither man. This bridge is huge. You think one single dude can scan the entire surface of every structural member on it, without assistance or oversight, every year? Get real.
