Unfortunately you are all wrong so far.

Ok it is a tool for assembling link type belt that has rivets to hold the links together

Robs link fan belt made me think of it this tool is about 30 years old and when you bought a box of belting one came in them.

I've used right angle snap ring pliers to assist in assembling the belting when I didn't have these pliers available.

I have never worked on a link belt... roller chain, conveyer chain, but not that... Good one!!
