Here are some pics. There's about an inch of clearance I'd say.

That doesn't look promising. Do you have eight position rims? If so it looks like your at position one which is the narrowest. By switching to position eight which involves moving the tires to the opposite side of the tractor so they dish out from the hub instead of in you can gain several inches. There will be the clearance issue with the top deck of the fender though but sometimes the fenders can be adjusted up. Check your owners manual.

Just recently picked up a 4' Kubota 222 front snow blower, I am converting to 3pt hitch. Just had it sandblasted and painted. Im hoping it works as good as it looks.

Where are you gettibg the chains from? Email or check site specs for the size of the chain.

The chains will be tight on the tire, so flopping around won't be a problem.

1" probably won't be enough. You might gain another inch or so by swapping those R-4's side to side. However, measure the rim to hub offset first...both outside and inside.
If you don't get any additional clearance by swapping side to side, you may want to consider spacers.
Tirechains.com recommends 2.5" clearance between the tire sidewall and fender.

They look a little light duty to me but I'm running a 5045E JD wich is a heavier class machine. My 4.1 inch spacers were $530 for the pair installed by the dealer.. Factory JD parts.
