I know that he filled the back tires with calcium but don't know a brand of the product. However the front tires are not filled ans show the same stuff ouzing out. I can't see any cracks and there are no marks or leaks on the sides of the tires, It makes me think that it may be is related to the top rubber that is probably added after the tire is made.

Uniroyal makes or use to make a line of tires called Nail Guard. They had a soft tar like substance applied to the inside of the tire in the tread area. If the tread was punctured this tar would plug the hole. That's what those tires look like. Like maybe some kind of solvent dissolved the tar and it somehow leaked out the tread. I don't know if Firestone makes any thing like that or not. Tires are made with some oil based components and could breakdown with continued exposure to oil solvents.

That's kind of strange looking for sure. Does it smell (like tar, petroleum, etc). Looks like it's staining your shop floor. Will WD40 clean it up, is it affected by gasoline, diesel? Your profile is not filled out, so I don't know where you are located, but I would call a rep from Firestone and have them come take a look.
