I’m a forester and have seen all kinds of old forestry equipment, including tree planters, but I’ve never seen anything like that. I’m assuming it was used to prepare seed beds at a tree seedling nursery, but would be interested in hearing if someone actually knows what it is.

You nailed it. That’s what I thought it was but wasn’t sure. No doubt used in a forestry tree seedling field nursery.

Interesting! I had an idea of what it would do to the soil by looking at it, but now that I know what it's called I watched some bed shaper videos on YouTube.
