There are DOT compliant lights and there are off road lights. The former is a lot more pricey, so I suspect that most people cheap out. Laws regarding it seem to be enforced about as much as those restricting loud pipes on Harley's and pickups.
Jeep drivers are the biggest offenders using non-DOT lights that are flood lights, not focused beam lights.
I guess the "It's a Jeep thing" meme is about being an a-hole and not caring about blinding oncoming drivers.

Passing Jeeps wearing these as a young kid in the 1970's, I thought they were just smiley faces on offroad lights, until one day I realized it was actually writing. :D

Most, if not all of these lights are non-compliant, likewise LED replacement headlight bulbs. As you noted, enforcement is lax.
Unfortunately, automakers' hands are somewhat tied in producing decent headlights due to DOT regulations that are very outdated.

I see it more on pickups than on Jeeps...especially those whose owners seem to think it makes them look macho to have overly bright lights in addition to lift kits, loud pipes and in the case of diesels, emission bypass modifications. Never a speck of dirt on them, so you can be sure they're not doing any off-roading.

Same. Now that Jeep has gone into selling Wranglers with compliant OEM offroad lighting, it seems to be more the idiots with jacked up diesel 2500's that never actually do any work, wearing all the blinding LED lighting in the grilles and hood scoops.

There is one local guy that I pass so routinely, with lighting so blatantly obnoxious, I'm not sure how he hasn't been pulled over and ticketed for it. It's an absolute menace with him coming at you on a dark country road, in our deer-dense corner of the country.

Trouble is, sometimes they'll get in that one spot where they hit both side mirrors too.
