I'm with Harv. I was thinking that before but now that he's dug up a photo it looks even more credible. Some antique tractors had strange devices like that on them.

I agree with harv. Was almost going to suggest that but thought "Nah, why a whinch in your parts" (Thinking it would be off a boat)

Then again things tend to turn up in all sorts of funny places.

Certainly seems to have this shape, but it seems to be missing the hole in the center to fasten it onto the stub coming from the gear box.
I would like to find a capstan 'pulley' like this, but cannot.

Beenthere, try hooking up with someone who handles Greenlee tools. Greenlee / Textron makes cable pulling equipment, and some of their pullers have capstans of different shapes and sizes. They have servicecenters where you could likely buy one.............chim

MY grandma had something like that. it would replace the lid on her wood/ coal stove for putting water in it in the winter time .... .just a guess
