Actually George, there are some restrictions on your last point. Here is a link to NYS DMV Form mv114. Just went through this on a new 2500HD. Tow mostly 7000# car hauler and tractor plus other misc items.

According to the DMV form you posted you are correct. My previous 1/2 ton 1500 4x4 was registered with passenger plates. It must have been under 5500#. I changed to commercial plates after a couple years and just transferred them to the 2500HD when I got that. I have a CDL but NYS changed those requirements last July so a regular class D is good for up to 26K now (used to be 18K) if for personal use. If you drive for hire (work for someone else driving a truck) you may need a CDL license. In any case the inspection is still done annually on the truck.
