Hi All,

I've got a problem with a well pump.

In this setup, the Sta-rite motor/pump assembly is mounted on to the top of the well casing about a foot above ground level. When power is applied, the motor/pump assembly jumps up about an inch, a lot of water will squirt out around the top well seal and then the motor/pump assembly falls back down. Then the cycle repeats at a rate of about two jumps a second.

The well was professionally pulled and rebuilt about two years ago when it had this same problem. Any ideas what's going on and how to permanently fix it?

is it plumed with polythene pipe or rigid?

check that the air bladder is charged correctly, some where around 30 psi air pressure I think.

make sure that is working which can cause the pump to cycle on/off fast.

Is it a deep well jet pump? shallow well jet pump? Is there a pressure tank? Pitless adaptor? Foot valve?
If it is a deep well with two pipes and the injector in the well it might be plugged at the injector -- need a little more info

based on the question id have to guess the OP has provided all the info they know. ;)

Hard to diagnose with that information but you seem to have two problems at least. Something is not fastened down. There is no way a pump should be able to move up and down. The repeated jumping appears to be a "short-cycling" pump - not enough air in the pressure tank. Should be 2 psi below the cut-in pressure.

Why the pump jumps up and down is a complete puzzle.
