Sickle Bar Versatile 10 swather

My swather continues to jam when cutting hay. Now there seems to be little torque transferred past the clutch on the pto. Could the clutch on the pto be broken? I have taken it apart but don't see anything wrong (but I don't know what "wrong" would be).
